A crisis that exposed the total absence of a plan

Before 2003, France had no structured prevention plan for extreme heat. That summer was marked by saturated hospitals and by a notable delay before the authorities grasped the scale of what was happening, until the excess mortality figures became impossible to ignore. That lack of preparation led directly to the creation of the Plan National Canicule in the months that followed, with monitoring and alerting run jointly by Météo-France and the national public health institute.

How vigilance works today

The current system rests on four colour levels, green, yellow, orange and red, each tied to specific temperature thresholds and to concrete actions. Orange vigilance signals a confirmed heat-wave episode, with active health advice aimed first at older people, young children and vulnerable groups: drink more, avoid physical effort during the hottest hours, and check on people living alone.

Red vigilance, reserved for episodes that are exceptional in intensity or duration, triggers reinforced measures, potentially including interministerial crisis arrangements.

Why moving to orange changes things in practice

The most important practical difference between yellow and orange is not only intensity, it is the institutional response. Under yellow, local services stay on simple watch, following the situation without active measures. Under orange, health advice turns into concrete instructions: schools may adjust their timetables, cooling arrangements are activated in places caring for older people, and some local authorities suspend outdoor activities. That shift in organisational response often matters more to daily life than the change of colour on a map.

What the colour alone does not show

An orange vigilance applies to an entire department, but the real intensity of the heat inside that department can vary noticeably from one commune to the next, particularly between dense urban areas, where the heat island amplifies what the body feels, and rural or wooded areas that stay cooler.
